Four hundred Hamilton police constables make it onto the 2015 sunshine list

Retroactive pay from a new contract helped push 400 Hamilton police constables onto the provincial "sunshine list" last year.

They're among the one in five municipal workers who made at least $100,000 in 2015, the latest provincial salary disclosure list shows. The city, police service and agencies like the library employ around 7,400 full-timers together.

Last year, 1,647 of them made the sunshine list released Thursday, or about double the number from just two years ago.

Notably, 400 constables earned $100,000 or more compared to 75 in 2014. There are about 530 constables in total, with starting salaries ranging from $64,000 to $91,000, depending on seniority.

That jump was primarily due to three years of retroactive pay awarded after a new contract settlement last year, said police corporate spokesperson Catherine Martin.

"Any time you have a large contract settlement, you are going to see a swing in the number (of employees on the list)," said city finance head Mike Zegarac, noting a similar spike occurred three years ago for firefighters.

He added police, fire and paramedics also saw more overtime and special duty pay in 2015 — in many cases paid by the province — as a result of Pam Am soccer held in the city.

Overall, 864 municipal employees started the year with base salaries of $100,000 or more. The rest were pushed over the sunshine line by overtime, retro pay, cost-of-living increases and even an extra pay period squeezed into calendar year 2015.

Unique on the latest $100,000 list are 12 water distribution operators and supervisors who typically start in the range of $65,000 to $80,000. You can thank one crazy winter month in 2015 for the overtime charges that helped pad those salaries, said water director Dan McKinnon.

In that notoriously frozen February, city workers ended up helping thaw more than 1,000 residential service lines and even deliver containers of water to homes. Extra costs linked to the deep freeze, including overtime, forced the city to pull an extra $5 million from its reserves.

"We spend half of our overtime budget in the first two (winter) months of a typical year," McKinnon said. "So you can imagine what happened to us last February."

Other unique cases include an asphalt raker who is listed as earning $157,630 in 2015.

Raimondo Di Filippo was among the 30 road workers initially fired by the city in late 2012 over allegations of time theft and slacking off on the job. A majority of those workers were reinstated last year by an arbitrator, who ordered that Di Filippo receive full back pay minus the equivalent of a 30-day suspension.
